For more than a decade, national security, homeland security, and counterterrorism activities have ushered in a number of public debates as well as changes to intelligence authorities as security requirements, tools, and technology have evolved.

With cybercrime escalating and cyber attacks on the rise, the need to contend with cybersecurity vulnerabilities is stronger than ever. Most recently, public disclosures related to government surveillance capabilities and activities – and subsequent reforms – have brought the privacy versus security debate front and center, once again.

How should the U.S. balance privacy and national security? How can we best navigate intelligence, privacy, and security policy challenges? How are the concepts of risk and balance evolving with technology? What are the implications for the future?

cyber_speakerSina Marie Beaghley is a senior international policy analyst at the RAND Corporation where she focuses her research on intelligence, cyber, and counterterrorism policy issues. Prior to RAND, she most recently served as Director for Intelligence and Information Security at the National Security Council where she provided recommendations to the President and National Security Advisor on foreign relations and intelligence posture and policy. Prior to that, Ms. Beaghley served as the Chief for Near East and Africa planning at the National Counterterrorism Center (NCTC). Prior to NCTC, she worked in the Office of the Secretary of Defense (OSD) where she developed and implemented defense policy for special operations, counterterrorism, cyberspace operations, and defense activities. Ms. Beaghley also deployed to Iraq as a civilian planner with a Joint Task Force that conducted military operations in support of Operations Iraqi Freedom and Enduring Freedom. Ms. Beaghley holds an M.A. in international affairs from the George Washington University and a B.A. in political science and media communications from the University of San Diego.
